Manchester Council could be facing a large fine for breaching the Health and Safety at Work Act 1974. This is following an accident involving a road cleaner being hit by a speeding motorist.

Paul Rose, 60, was litter picking on the central reservation of the Princess Parkway back in July last year. As he tried to cross back over the Parkway, he was sadly hit by a motorist. He sustained broken ribs, damage to his liver, a fractured eye socket, a broken pelvis and a collapsed lung. Over a year later he is still recovering from his injuries and is experiencing continued pain and difficulties.

Manchester Council are being fined as they were found guilty of breaching the Health and Safety at Work Act by failing to put warning signs up to warn motorists of workers in the road. There was also no adequate risk assessment taken out, and no safety training was given to staff.

A Health and Safety prosecutor commented, “The risks in this case were entirely foreseeable.” If a risk assessment had been carried out correctly, the dangers of workers being hit by fast moving cars would have been highlighted, and steps to avoid this happening would have been taken.

Following the accident the council have now put in place safety measures, including warning signs for motorists and proper training for all members of staff. Mr Rose commented, “This is not just for me. It’s for the other workers. I’m glad they’ve held their hands up. This should have been done at the beginning rather than wait for something like this to happen. This should never have happened.”
